Moving from interest to action
ACPEJ, was born from the success story of an ex-combatant named MUHINDO KAMATE PURCHASE PRICE demobilized by RET GERMANY in the chiefdom of Bwito in the territory of RUTSHURU in North Kivu / DRC.This former combatant, after his demobilization, rehabilitation at the CTO of RET and preparation for community life had chosen to return to school. From his community reunification, MUHINDO KAMATE PRIX D'ACHAT initiated a theatrical troupe and began to sensitize the various armed groups including the armed group which had detained him for a long time through the theaters on the rights of children to leave armed groups and join studies

. His courage and determination convinced certain armed groups and returned certain child ex-combatants. The latter had taken the initiative to raise the awareness of school principals and prefects for the supervision and integration of released children.
In 2018, the RET team considering that the actions of this young teenager required support, we supported him to organize himself as an asbl. Since then, this association has brought together several ex-combatants who have gone through the RET GERMANY program and those of other partners who have expressed the will to participate actively in the change and positive contribution of peace in the different communities where they were troublemakers.
In 2019, RET GERMANY signed a partnership contract with the association ACPEJ to facilitate the demobilization of 40 children who were still associated with armed groups. This project, thanks to the community strategy, of ex-combatants has made it possible to achieve 200% of the expected results.
The ACPEJ Association has benefited from other small collaboration contracts with HEKS EPER SWITZERLAND, AVSI, HOPE IN ACTION with UNHCR, DCA, T&R from BELGIUM.
from 2021 to 2024, ACPEJ has just signed a partnership in the coexistence and cohabitation component with RET GERMANY within the framework of the project financed by BMZ in Ituri and North Kivu.
Former Combatant MUHINDO KAMATE PRIX D’ACHAT obtained his state diploma thanks to the RET program and is currently the National Coordinator of ACPEJ and Ambassador for Peace. Among its approaches, the Association uses the participatory theater and reconciliation approach to transmit the various messages at the community level.

Preamble

Given the situation of recurrent wars in the DR Congo and more particularly in its eastern part, insecurity due to the proliferation of weapons and the resurgence of armed groups is the basis of serious abuses and community conflicts.
Indeed, women and children being the most affected, they become particularly vulnerable and deserve very special attention with a view to their reintegration and socio-economic recovery. In the Great Lakes region, the population is made up of 70 to 80% young people . Most young people, for lack of useful occupation, prefer to enlist in armed groups, which increases their vulnerability. Given that in most cases, children formerly associated with armed forces and groups (demobilized and/or ex-combatants), women victims of rape and gender-based violence in the midst of armed groups, widows, elderly people, etc. are often subject to contempt and discrimination from their community.
This only gradually aggravates their vulnerability and exposes them to insecurity of all kinds, including food insecurity accompanied by a deep identity crisis. Unfortunately, this does not spare the ecosystem. Whereas the healthy, peaceful and favorable environment is a very determining factor for the development of each individual; aware that insalubrity kills in the same way as rejection; convinced that development requires acceptance of others and the common fight against poverty, a minimum of will is enough to banish the barriers within our communities in order to guarantee equitable development and a healthy environment for all.

Indeed, given article 37 of the Constitution in force, relating to freedom of association and Law No. 004/2001 laying down general provisions applicable to non-profit organizations and public utility establishments.
Considering article 20 of the Universal Declaration of Human Rights relating to the rights of assembly and given that every person has the right to life, to physical integrity as well as to the full free development of his personality with respect law, public order, the rights of others and good morals, it is more than urgent that issues relating to socio-economic recovery, the protection of the human person as well as that of the environment hold everyone’s attention.
